Kess3 Clone to New Modules?

So I've reached out to AlientechUSA and they told me Kess3 cannot clone to new ECMs from the dealership, only used/refurbished ECMs, is this true? The rep said it can only read and write some of the flash file and not 1:1. 

I have a great customer who wants to clone to new ECMs on semi's. 

Anyone have experience with this before I purchase?
